Beyond the Building: Enhancing the Lives of Shelter Animals

Citrus County has approved plans for a new Animal Services facility that will serve our community and its animals for decades to come.


This new shelter represents an important investment in animal welfare, public safety, and community services.


The shelter building itself is funded and constructed by Citrus County Government. CCFAP does not fund the construction of the building. Instead, the Citrus County Foundation for Animal Protection supports programs, equipment, and enhancements that improve the lives of animals above and beyond what public funding typically provides.


Together, county leadership and community support will help ensure the new shelter provides not only safe housing—but a compassionate environment where animals can heal, grow, and find loving homes.


The Role of Citrus County

Citrus County is responsible for the planning, funding, construction, and operation of the new Animal Services facility.


The new shelter will provide modern animal housing, improved medical and sanitation areas, and better facilities for staff, volunteers, and the public.


This investment by the county will create a safer, healthier environment for the animals while improving services for the community.


The Role of CCFAP

CCFAP is an independent nonprofit organization whose mission is to support the animals at Citrus County Animal Services.


While public funding provides the shelter building and basic operations, donations to CCFAP help support enhancements and programs that improve the quality of life for the animals beyond what government budgets typically cover.


These donor-funded improvements help turn a functional shelter into a place where animals receive enrichment, comfort, and additional care while waiting for adoption.


Enhancements That Support Animal Well-Being

Donations to CCFAP may help support enhancements such as:

• Secure outdoor play yards where dogs can safely run and exercise
• Enrichment equipment that reduces stress and improves behavior
• Cat enrichment spaces that allow cats to climb, perch, and relax
• Specialized veterinary equipment and medical supplies
• Volunteer and community programs that support animal welfare
• Additional comfort items and enrichment tools for shelter animals

These types of improvements are often not included in government construction budgets, but they make a meaningful difference in the daily lives of the animals.
